The only way this will fail when it's finished is when you can pull them all straight up at the same time, and at the same time move them to the left or right of the balcony. That or you have to push them horizontally trough the cement/concrete/styrofoam whatever it is. The fence things provide shear strength and weight to the railing. So its safe to say that the sides and front can not move from side to side. The only weak part might be the wall anchor, but there is no reason to assume that not a proper anchor in solid concrete and it only has to provide support perpendicular to the anchor because of the rest of the railing.

The only reason to attach the poles on the bottom is so you cant move the front side from left to right, but that wont put any significant torque on the connection to the concrete.

You don't design a railing that's dependent on the connection to the concrete, because it's impossible to inspect. You can't see how deep it is, you can't see if its bent, you can't see how strong the concrete is and it's an obvious weak point in case of rust.

If I bought this I'd attach the railing and do a human flag on the outside just to prove you faggots wrong.

But I wont buy this, because someone like you might have bought the apartment above me. You'd attach the poles "properly" by drilling a deep hole through the structural concrete and rebar that's holding the whole balcony up. Weakening the rebar and creating a hole where moisture can collect, so the whole balcony will fall down killing everyone below you god fucking damn idiots.
