Assuming that the roof is sloping to the south, you have a pretty good site to convert that tank and the roof behind it into a drainback thermal solar water heater. Rig a 12V PC water cooling pump to run directly off a 12v solar electric panel to pump water during the day, and at night, let the water drain back into a thermally insulated tank. The first link is a general system overview, and the second has interesting ideas for retrofitting your existing tank, as well as using off the shelf parts for the rest of the system. Then check out the rabbithole that is the rest of the website for other projects such as space heating, building insulation, among others.

Another possibility is to rig together a bunch of solar electric panels (in series to add panel voltages, and parallel to add amperage) to power during the day some immersion water heaters after insulating the water tank.
