Buy some skintight clothes or costumes that are maybe a size or so smaller than you want the girl to be, add a simple skeleton and stuff them with pillow stuffing. Perhaps use them as a guide and make your own body on top. For the head 3d print a mask from the head of a good mmd model, again maybe a size or so smaller, and use it as a guide to make a face. Then attach that face to the rest of a head and attach it to the clothes body with a neck. Then make a slot to attach a removable onahole, perhaps attached to the skeleton. Voila, quick and easy prototype.

As for stuffing, that's up to you. There are a variety of materials, from cotton to wool to polyester, all with different properties. You're going to need to do your own research here.

You could take your own measurements and build simplified stick figure out of wood or plastic piping. I'm Not entirely sure how you'd make simple and two axis joint with common hardware store supplies or some sort of friction brakes so they would hold position. You might salvage something useful like office chair wheel for hip and shoulder joints. Otherwise you'd have to make them.

There you can see ball joint sitting in the housing connected to base via screw. If you added sufficiently strong spring under that screw you'd have ball joint with friction break that would hold position until you overpower it and would not suffer much wear and tear.

I experimented with doing a silicone casting out of a silicone mold. I don't recommend it, silicone REALLY wants to stick to silicone, even with a lot of mold release. Though it did come out better than I had expected because of that. I'm going to make a plaster mold for my next one.
