Looks like something that generates a rotating magnetic field to cancel out the field inside the rotary encoder/pulser attached to the shaft of the dispenser's measuring pump. Probably why there's a speed controller and knob so they can fiddle with the motor speed in order to match the rotational speed of the pulser.

Both were Chevy's actually, a last gen S10 and a half ton Silverado. They put the vent tube in the wheel well, so after driving in muddy conditions it would clog up. The black thing with the pipes on top pulls gas from the air to the smiley device next to it that sends it from the tiny red pipe to the board.
The board converts the gas into energy that powers the smiley device, allowing it to send more gas to the board, the overflow goes to the tiny tank with the red lines showing how full they are.

As the fuel pump inside the gas pump runs a small rotary encoder on the pumps motor keeps track of how many times the pump rotates and that is how the pump keeps track of how many gallons of fuel are being dispensed.

This device is simply a rotary encoder hooked to a gear reduction motor that turns much slower than the pump and the thieves simply unplug the stock encoder and put their encoder in its place to fool the machines into thinking that the pump is actually turning very slowly, Even though in reality the pump is at 100%.
