After years of PSA vinyl dominating the wall mural market (wide format printing), some geniuses started making/marketing easily printable wallpaper material and a lot of clients now go for that and refuse vinyl graphics...often times it's some boomer CEO/manager demanding it because they don't believe in vinyl graphics. Then they get pissed off when they decide they don't like it or want to change the mural and it isn't easily and (relatively) cheaply removable like vinyl.

It really depends on the wallpaper and glue used. I removed some pretty thin paper once time that came off fairly easy with a steamer and putty knife. Aside from filling a few gouges in the wall, it was pretty much ready to paint. On the other end of the spectrum, I pull down some thick, textured wallpaper and the steam was a lot less effective. Lots of manual scraping and I ended up having to skim coat and retexture the whole wall after the fact.

If by 'older stuff' you mean woodchip wallpaper I suggest hiring an industrial steamer. A few years ago I spent 70 hours on a house stripping that paper from pretty much every room. Even with the industrial steamer it was hard going.
