Bunnings sells this "handypak" of westbuild General Purpose Concrete (drymix) for $5.60 whereas Westbuilds normal General Purpose Concrete is $7.50.

The Portland cement is the ingredient that makes it 3,000psi or 5,000psi or w/e and drives the price, the less they put the weaker and they make it weigh more with aggregate and sand.

I looked up the specifications for the GP, they keep a strict QA testing program with slump and compression testing and it will reliably give 26mpa/3750psi. Pretty strong and suitable for most any project. From what I could see the hanypack didn't have a QA program and no specifications were given, so it's apparently the shit swept off the floor with sand added.
