What is an innocent reason a person might need to carry a tool like this? What non-criminal uses might it have?

What the fuck is it? Does the bongistani police just decide it's a weapon if they don't know what it is?

It's an (alleged) burglary hook, used to poke though someones letter box and steal their keys.

You can get somewhat precise measurements of how long various distances are. Those are mostly used for smaller objects.

Yep that's a stabbing waiting to happen. See the sharpener next to the spoon. In just a few hours and the criminal would have sharpen the spoon into a makeshift knife. The victim would only have hours to run for their life as the criminal loudly grinds the murder weapon into form using both hands and arms. If anything this is the worst kind of murderer given such a long and telegraphed notice so their victim can live just a little longer crushed under the fear of their impending demise by a soon to be made makeshift knife of such questionable quality that it could take several stabs before they die. Yes, this criminal is pure evil plotting to drag the fear and suffering out this sadistic manner.

Thank god they stopped this.

It's strange to know that my entire garage, my electronics bench, my kitchen drawers, my workshop, and my car toolbox are illegal in England.
Probably even my car, it's old and is powered by dangerous sharp triangles.
