How do I build a saxophone out of scrap metal like the recycled instrument orchestra did?

learn the science of wind instruments and start small, like a whistle or flute, and work your way up to something as complex as a saxophone. If you don't know shit, I bet you aren't going to get even a sound out of it.

Buy a cheap mouthpiece, reed and ligature, roll some metal into a cone that fits well into the mouthpiece, solder or braze the cone. Drill holes, attach mouth piece and play. Once you do that come back and ask about the keywork and bell if you feel a need to have keywork and a bell.

Reeds are easier than flutes. Flutes need to be near perfect to get controllable and any partials. Reeds really do not care much, you may not get good sound but you will get sound as long as the end of the reed is slightly off the end of the mouth piece. They are not hard even if you make your own mouth piece, hard to justify making mouth pieces though, they are just too cheap and modifying a mouthpiece will teach you more than dumbing your way through making one.

Kind of feel like I am tooting my own horn here.

just make it like an iron dildo with it to the hilt and the other you let get past so the blade of the knife is not touching it." And this is only slightly better.

"They made a piece of string made of the hair of the old man's dog, and tied it around the sword, and then they made a piece of ribbon from the hair of the old man and tied it around both the swords"

practice, practice practice.
it's easier to make a sound than you think, but making the sound you WANT is another matter.
