I require machined metal disks measuring 25mm x 3mm, the weight and material doesn't matter, is there some online store that sells this sort of thing?

if not then i'd call my local machine shop
and then finally i'd try emachineshop.

⅜" = 9.5mm. So, not only did you not get the right size washer, you don't know how to measure the coin....
