If you want to try and fix it without actually testing the caps, do the shotgun repair, and replace every electrolytic cap on that power supply board.

If you're in the US, order from Digikey. Pick high quality low ESR caps. You can Google to find which ones are good, lots of info out there.

Those little cheap Chinese component testers do ESR and capacitance which I found works good enough.
