This pipe is leaking and I wrapped it with pipe repair kit but it's still leaking at the joint and where the previous repair occurred toward the bottom. Any recommendations? I was thinking about epoxying the bottom but not too experienced.

You should replace it, but if you want something that works, use marineweld from jb weld brand. It's intended for fucking boats. Apply it properly, let it cure and no water will leak, and it's food safe I think.

cap it where it originates under/near house if you don't feel like redoing it. It's likely leaking under that concrete as well where the lime eats the metal. What kind of jackass would run hot and cold galvanized water lines from a house then up out of the ground into the side of the building, uninsulated, unprotected, and then pour concrete on it?
Worse yet, it looks like black steel not galvanized, which means it's probably got holes all through it under ground. Go look at meter and see how much water is being wasted.
If you want to keep it, get concrete saw or sledge hammer and rerun it with pex from house or at least the last few feet, through pvc, and then replace concrete. Pex doesn't like UV/sunlight and you'd want to protect it from the concrete scratching it up.

cut pipe 2" from wall and 2" from pad . Clean pipes with sand paper and slide compression fittin on each. Buy two short sections of galvy pipe, dope the ends and screw into elbow. slide pipes sticking out of elbow into each compression fitting and tighten...1 hour job. I guess you're getting that it'll reduce in the ground to 3/4", but even if that's the case, get some 1/2" pex and you'll still have water.

Are these water or drain lines?

If drain lines, then just take an angle grinder or recip saw and cut both of the join out.

Replace with a PVC elbow and two no-nub clamps.

If water lines, then you need to just bite the bullet and repipe the entire line and stop playing with shitty galvanized steel.
