Does anyone know where I can get this Chroma/QAM demodulator/decoder chip or a cohesive schematic for one I can make.

I might be misunderstanding you... You want a single chip solution that can take a digital QAM signal and output analog svideo? I don't think that exists. Most (all?) QAM demodulaters output MPEG streams. Since QAM can be a number of different resolutions you'll need another chip to transcode/transsizing the stream to 480i. Finally you'd need a chip to take the MPEG stream and output analog svideo. If you're lucky the transcoder will have an analog output that you can convert to svideo.

Well, my goal is just to convert the modulated chroma signal from either s video or the chroma separated from composite to U(B-Y) and V(R-Y) compatible with Component video. I want be able to build this on my breadboard.

Took some digging but I believe you're looking for a NTE705a. It decodes svideo's chroma signal and output B-Y and R-Y.
