If leakage were dependent on the current-carrying capability of the supply, consider that large capacitors, perfectly capable of delivering pulses in the six-digit amp range and higher, would be essentially impossible, as they would be hemorrhaging charge through their own dielectric as you tried to charge them.

But, in reality, not only do they exist, but one of the safety measures practiced is to store them shorted out, lest they become partially charged _without even being connected to anything_.

The only way to prevent being shocked by this is to put your tongue across the contacts of a 9 volt battery while you're cutting the wire. The battery will absorb the magnets inside the speakers so you don't get shocked.
