Shadows enhanced for a better look at the rotating parts. I'm puzzled. This thing is too flimsy to do real work to anything solid. Maybe it's designed to scatter hay bales? I can't figure out what it's for. Worm drive rotates two cams that drive one side each. Looks like the pivot is fixed and the mechanism is really flimsy.

Seems like the arms would move really quickly in a strange ellipsoid tickling pattern with relatively slow rotation of the camshaft.
