you'll have to be knowledgeable about smart phone programming but for the blimp to receive data from your phone regarding its position you can use one of these chips. The green chip tacked on to the flight controller has around a 5km range and operates on the sub 1Ghz spectrum.
You will have another one of those green chips connected to your phone probably via USB. The app you create for your phone will send GPS coordinates to the green chip via USB. Your blimp will then use its GPS antenna to go to those coordinates
