I work for a railroad and my route has me staring I to morning and evening sun often. Recommend welding sunglasses or shade number, that will protect against sun and glare, but still allow me to see the tracks and signals?

I'm in a position where I'm figuring out how much money has to be spent on welding safety equipment. Is it worth my time to equip everyone with both goggles and full face masks or is that too dark? I'm only buying shade 14 (the darkest home depot sells) because I'm not really sure what to buy since I'm not a welder myself.
