What's the most effective way to stop or prevent or at the very least punish theft or attempted theft of catalytic converters? I live in baltimore and there are a gaggle of degenerates who are stealing the CCs from cars even in broad daylight.

So, what's the best way to prevent this? Weld razor wire to the underside of the car so someone back-boarding under would get sliced up?

An accelerometer that tests for vibrations in the frequency produced by angle grinders and triggers a release of Benzyl Chloride or pepperspray? I am fully willing to cause bodily harm to the thief but not kill.
Maybe even a deterrent that's not overly conspicuous from the outside, but someone who's thinking of making an attempt would see it and get too spooked.

I bet this isn't comprable to booby trapping a house for example because there is no possible reason an emergency personnel would try to steal a CC from a parked, grounded car. This is a situation that ONLY a degenerate criminal beaner/nog/crackhead would get themselves into.
