You can actually buy BLDCs with water cooling, but they're internal-rotor designs and just have a water jacket around the outside of the stator. I think they're designed for RC boats, where there's plenty of cool water to be sucked up with a little pump.
I care about getting the most power I possibly can out of a 2-3" diameter wheel motor (not including the tire). But I've heard that the flux density at the tips/fingers of the stator can get high enough to cause saturation in some cases, so cooling isn't my only issue.
