Sounds like you're wanting to buy a mountain bike and trail bike and general bike and racing bike, etc. for a single cruise.
Something like the ft-991 is almost a one-stop solution if you MARs mod it for CB.
Grab a few Baofags to keep in touch with parties who go out fishing/whatever and you're 90% there.
Then I'd turn to a big antenna switch with 4-6 antennas, or less with a motorized antenna
