I have couple of thoughts.
1. It is illegal to blast rf signals outside of permitted frequencies and power. 2.4 and 5.8 GHz are free but transmitting power is still limited, so be careful to not show up with a huge ass antenna on that field.
2. As the anon above said you will have to jam GPS because those drones are able to navigate back after the blackout.
3. You will probably have to jam all those frequencies at the same time.
4. You won't need to jam video and GPS feeds if you ask ukrainians how to decipher DJI controller signal. With that you can spam commands to flip the drone over the water for example.
5. You will probably need a directional antenna cause with a concentrated signal pointed directly at a drone for jammer to work. Unless you will manage to build a powerful omnidirectional antenna and
6. All of that is complicated manner and is very expensive.
