Set a regular sleep schedule that meets your needs. Exercise regularly, and eat well. Identify time and motivation sinks that short circuit your dopamine reward mechanism, and cut them out. E.g. social media (especially hunting for likes or upvotes), porn/masturbation, junk food, etc. Do you spend your time on 4chan learning new information and engaging in fun banter, or waste it on frivolities that will be forgotten tomorrow? Identify a goal and the various steps you will need to get there. The smaller and more concrete, the better. Do at least one step per day, no exceptions, and when you do it, give yourself a mental pat on the back. Identify a bad state that may result if you don't get your act together and the various shortcomings that would result in it. As before, be small and concrete. Whenever you catch yourself doing one, give yourself a mental slap in the face. To a very large extent, people are their habits. Establish the habits of the person you want to be.
