I've only ever really heard it generically referred to as a point, with "chisel" specifically referring to the un-modified shape you get without any special grinding. Call it whatever you want, I don't actually care.

It isn't, because that effect only applies before the edge of the flutes enter the hole, at which point they hold the cutting edges in place.
