From the pic, it appears the 'ring' is on the top half and the threaded half is on bottom.
Penetrant will seep around the ring and to the threads below.
Liquid Wrench is one of the better brands and is cheap. ~$4
50/50 acetone/ATF works well too and is even cheaper if you have components around the garage.
