You'll want a more open-frame (assuming that's the bike design/bike choice).

You can easily sandwich a 49CC motor in there with a gas tank. My state allows up to that w/o having to register it or do other bullshit so that's what my brother did.

49CC Engine kit off ebay was like 120 delivered, has to custom make a fuel line but it was fairly straight-forward. gets about 50mpg.
