I recently installed a CB antenna in my apartment, basically a long aluminium arm at the end of which I put the antenna base, which is a radial radiant and a vertical radiator (https://www.thunderpole.co.uk/base-cb-antennas/sirio-boomerang-a.html).). Pic rel is the big version, which I swapped for that in the link

My problem is that it's a bit too close to the building's roof (next floor up) and because of that I get rough SWR readings on my radio (about 1.8) and I sometimes cannot copy people which can copy me.

The solution would be to install it on the building, at the top, but if it's found out I'm getting fucked big time. I can, however, set it in lieu of old TV aerials which are unused now. Would probably need a digital means of collecting RF from rooftop to my apartment.

Any tips in such a configuration ? Really this is also the same for HF ham bands, sucks to be in this place.
