After further fighting, found solution, so I reply to myself.
These do all work:
parameter TICKS = $unsigned((12000000/FREQ)/2);
parameter TICKS = $rtoi(0.5*(12000000/FREQ))
parameter TICKS = (12000000/FREQ)/2;
Therefore, ultimately to do with the warning:
Warning: converting real value 4.486500e+03 to binary 4487.
Getting rid of the real value, or making the conversion real->integer explicit, got rid of signedness in parameter.
