radio waves are a collapsing cycle of magnetic to electric back to magnetic fields that propagate like ripples in a pond at high frequency
coaxial lines contain that ripple via inductance in the main single wire in the center while the side walls act as a capacitor (L/C aka inductance capacitance resonators is the heart of all radio tech) until it is free to propagate at the antenna into the surrounding space
there is no "ground/neutral/negative" because of amplification on the receiving end
but an amplificationless (if that is a word) radio (such as crystal sets) relies on a good ground (large reservoir of conductivity) for excess excited electrons from the picked up radio waves (which are just collapsing fields of electric to magnetic to electric ad infinitium till inverse square law renders the energy undetectable) to flow into, completing the circuit
