if it worke on a full tank, that could be weak vacuum pressure too. The whole pump system needs to work harder to pull from an empty tank. Depending how easy it is to access the lines, if those are cheap, I would replace them for peace of mind.

If you can find the correct specs on line, these vacuum testers are cheap. Plug it in different places along the line to isolate the issue. I’m just an engineering dropout, but possibly the weak vacuum is from something in the engine block?
