the "problem" you describe only manifests if the homeowner is negligent with property maintenance and allows loose-fitting receptacles to remain in use -- loose connection between plug blade and outlet slot might have enough resistance to start a fire, but even that is less common than you seem to think. the place where the wire is attached to the plug blade is surrounded by thick hard rubber insulation, the only ones I've seen malfunction and melt the plug were old (50s/60s extension cords and small kitchen appliances, toasters and such).
