yes, and its apparent you dont. the catalytic converter and muffler are 2 separate devices. thieves arent stealing mufflers. they are stealing cat converters. so once again where you stated "it should be illegal to drive without a muffler" is invalid.

please know what you are talking about before replyting pretending to know what you are talking about. I googled for you so you can see your fuckup, that the cat and muffler are both part of the system. you can cut off the cat and the car will sound like it has no muffler, when in fact the muffler would still be attached to the car but not the exhaust
