This weird ass thing is used to rake out fresh mortar in between brick. You literally fill mortar in between brick so that you can rake it back out nice and neat. It does leave a nice recessed mortar joint and does look good when done properly. Only should be done indoors as it is the worst weatherproofing mortar joint profile.
