Also there is the minor issue of an antenna. A 3 kHz tuned quarter wave antenna is 25 km long. 3 MHz means 25 m.

You don't know the /ham/ community at all. Most of the radio amateurs I know are ex military guys, former military Morse code operators. They are perfectly capable of handling /k/lowns.
