It' coming down because the foam that's bonded to the headliner fabric has started to deteriorate.
If you attempt to glue it back up, you're just re-glueing the rotten foam back to the headliner form.
It will fall back down in a short time.
The only permanent fix that looks presentable is to remove the headliner form then strip off the old headliner fabric.
Scrape the remaining rotten foam off the form
Use 3M 77 or 3M 82 spray adhesive to bond new headliner fabric to the form
Re-install repaired headliner into vehicle
