skirt:
- gives you something to measure post-print to see if your nozzle height has moved, bed isnt flat, if adhesion is really shit, or extrusion is weird.
- self-cancels the print if it exceeds your print area. (before you get multiple layers in and THEN find out)
- makes sure you have primed the nozzle before it starts the printed part.
- helps to make sure any pre-print nozzle priming you did, and maybe got dragged onto the bed, doesnt immediately become part of the print ed object. ie: you get a moment to see it hand make sure its not inside the skirt.

brim:
- to hold the print down

Sometimes both. Always skirt.
