Not if you want to send digital signals through it.
Braiding like that is fine for a 500mA charging-only cable.
That cable looks like a MIDI adapter. USB 1.1 and MIDI are slow, so there is a chance the signalling lines would work. For high speed, forget it. The tolerances and materials are on a different plateau beyond your (and mine, quite frankly) understanding.
