In USA you don't need a license to listen.
Get yourself a portable shortwave that does SSB and you can listen to all the HF ham bands.

Any level of Ham license can build antennas and radios.

UHF/VHF is considered line of sight because it cant go very far past the horizon.
HF can propagate past the horizon because it can be reflected off the ionosphere. Uhf/vhf passes right through and goes strait in to space.

The only HF band Technician has access to is in 10 meters (28Mhz).

Your not shitting up the thread. A portable shortwave would be a good idea. Make sure you get something with SSB so you can listen to ship traffic and ham's. You want something with continuous coverage 150-30,0000
