The government forces whatever landlord to be impartial when making tenant choices. He's most likely Section 8 which means his landlord doesn't get to chose, but also could not give less of a shit because all his fuck ups are covered under taxpayer money. He could burn down the place and his landlord would become a millionaire, it's a common jewish lightning tactic and the only reason you ever see a concentrated heap of human debris inhabiting such places.

Unfortunately since OP is making an attempt at fixing it it means he's most likely not a government subsidized insurance claim and is probably going to be on the streets as soon as his contract is expired.
