I've kinda been here since the beginning.
Before I told him what was likely to be wrong they were going with bad breakers and too small extension cords.

It's placed there so the person taking an immersion bath can reach the soap while sitting in the water in the tub.
The bar across in not a hand rail. It's to hang the wash-cloth temporarily - before washing or while cleaning your hair, etc.
If you use the shower instead of the tub you should have been bright enough to already have placed an accessories hanger from the shower neck to hold the soap, shampoo, etc.
