Well, to be honest, you actually need a bigger flywheel with steam to keep everything rotating at a constant rate! Or you end up with inconsistent RPM.

Camshaft has to be custom ground though, since the valve timing is completely different with steam.

New Briggs engines actually use a plastic camshaft, so filing/grinding one out of brass stock is popular for steam conversions.
