I know a guy who used to do maintenance for a section 8 property.
He says that where he worked, they had to gut / renovate every time a tenant moved out. Not only did no one take basic care of their space, but they seemed to actively destroy them as if full of resentment.
Also, when it came to performing maintenance on occupied units, they weren't ALLOWED to make simple repairs.
They threw as much money as they could at things and still struggled not to end up with a surplus.
Fridge has a burnt out bulb? New fridge.
