OP, you really do not want to get into grinding if you don't need to - at that point, you'll be removing rust and most likely more metal below it. It'll leave a coarse finish that'll then have to be treated with a polishing process that'll take off even more metal.

Are there any engravings on the blade?

If so, then I'd say treat it with oil to keep it from getting worse, and either get it professionally restored, or leave it be.

If not, I would start with rubbing it down with oil and some sort of heavy cloth like burlap that would act as a gentle abrasive. That should start taking off the surface rust, and you can make an estimate of how much further you feel like you can do on your own.

Also, keep in mind that some rust can add an aesthetic touch to an older blade - you may consider just treating it and leaving it as is for looks. Your call.
