As someone who has designed, and did the layout for the non-power portion of the board I will say it's not that difficult. You will want to probably use a few shift registers or multiplexers for the signals. The difficult part is going to be tying in the high voltage with low voltage. If you want an easier project to start with check out nixie VFDs or numitrons.
