OK I've been thinking about it.
I presume the idea is to catch as many people in a discrete way as possible.
So my idea would be to create a series of giant globes, bigger than a man that can be sold to people for their homes. Basically, each globe would have a random country where there is a trap door. People love to spin their globes, and if they happen to spin and point to the trapdoor country the door will swing open and the sudden change in pressure will suck them into the globe.
The inside of the globe would be sealed with lube and small spikes to prevent escape. There could also be a button inside that alerts the organisation that someone has been caught. You could easily carry the globe away dressed as moving men without suspicion.
