the reels are geared to the rotation of the wheels, they stop moving when the wheels stop moving.

you can sharpen them by hand with a file or grinder and they have a huge cutting surface compared to standard mower blades so they dont need sharpening as often.

old school mowers all used reels, gas mowers popularized rotating blades because its easier to power them with a vertical shaft coming down from the engine and a fully enclosed blade deck is safer for residential use with a big spinning death blade right in front of your feet at 2000rpm.

you still see hydraulic powered reels used on high end ($30k+) commercial mowers at golf courses because they do a better job cutting close on perfectly flat terrain.
