If you were trying to talk to them, you would need to enable tone (ctcss) otherwise the repeater would not open up for you.

You could use ammonium perchlorate, that's what the solid rocket boosters on the space shuttle use, but that's even harder to get than potassium nitrate.
You can buy potassium nitrate on amazon, or from hardware stores as stump remover, and I think still on ebay.
