How's your water? We use a 40lb bag of potassium-chloride softener every month, plus a filter system for drinking/cooking water. Well, I guess technically the basement would be considered underground, but I was referring to the pressure tank I have at my camp that is indeed buried a couple feet underground. It's because we have to drain everything down when the weather gets cold, and instead of putting the pressure tank outside or inside an unheated building, it was buried in the ground. If you have a typical water heater, the tank can collect sediment, grow bacteria, or even rust over time, causing at least discoloration and an "off" taste, if not an actual health risk. For that reason, I generally cook only with cold tap water. The extra few minutes to heat the water on the stove or in an electric kettle seems worth it.

There are multiple good reasons to flush out the water till it has become much colder, meaning from a souce which was in constant movement. Living in europe (germany), we have a shitton of old building where you are always told to wait till its cold (but same is true for houses even build in the 70s), as cooper and let can react with "stagnant" water, leeching them out over night. Further, there are absolutely bacteria in every pipe, they usually aren't a problem but stuff like legionella are very common and quite dangerous if you drink water which has been sitting around all night, let alone a weekend.

I think if you need to flush your pipes in the morning for fears of stagnant water, then there's something very wrong with your pipes and it might be time to replace them.
In the houses where our clients wanted pot fillers, we often had them connected to the hot water supply, so I usually would design it into a nook with a linear drain underneath it so it could be run without filling the pot with lukewarm water.
Otherwise, they're mostly just a status symbol. A lot of the time people don't even think to use the things.

Yes it's called "the building was built before lead pipes stopped being a thing". This is understood, that is why people are doing it. If it wasn't understood, people would just drink the water that comes out right away. In fact it's so commonly accepted that testing methodology for tap water expects you are going to run the water for a few minutes before taking a sample. If you sample the water that comes right out, it's considered to be a bad sample and you have to redo the test.
