Why is ramen in the US always served at high end restaurants and costs like $15+?
In Japan it's meant to be a cheap casual food like burgers

It's a good way to make something tasty out of scraps. That's how Ramen became so popular in poor-ass post-WWII in Japan.

High end restaurants, generally, would spend the money and effort to get good ingredients. That, in turn, means you have lots of relatively valuable food scraps. IF you can turn those scraps into something people will buy w/o much extra resources and effort, why wouldn't you?

Stock made with scraps is one of the oldest tricks in the book. Restaurants can and already use them for SOUP, gravy, sauce, etc. Add noodles and a few extra seasonings/garnishes and BAM. Easy money from weebs and home-sick asians.

The other, important, bit of economics to consider is the reality of supply/demand. Compared to nip-land, the US has a much smaller percentage of its population that would regularly go out for ramen. McD's can get away with 50cent cheeseburgers in some states because they are still able to keep things profitable because of the high volume of product they can sell. This is also heavily influenced by supply chains and distribution costs (one of the main reasons why places like In-n-Out aren't in Alaska, etc.)

Is it not both? A quality US burger will cost you 10-12+. Ramen is around 8-10 and goes up depending on what gets added. Only difference is we usually don't have fast food places centered around it.

it is due to the economics that there is more demand for ramen in japan and less travel time between food sources and restaurants and more industries specialize and are efficient in only supplying ramen shops due to the scale of how much they are making on a daily basis. there is less wait time of a bowl of ramen to a customer so you can make bigger batches of ramen and get through more ingredients daily so you are actually making more money through a cheaper bowl of ramen through the volume at which you sell it at. and it needs to cost higher in the us because it lacks all of the above and ramen waits longer before finding a customer in the us and needs to cost more consequently because of that
