The stock is more an art form in the pho and more fresh flavors go on top. Ramen has a lot of fermented fishy beany bullshit going on, not just a delicious meat broth and the only thing going for it are fresh noodles and some lovingly placed piece of pork. I live in a city with a big japanese and vietnamese population and good places for ramen/pho. I'm not a connoisseur but I have observed the following:
Ramen is easy to fuck up. If a place doesn't have a good reputation, you're taking a serious gamble. I have never had good ramen from a place that isn't well-reviewed.
Pho however is very easy to make good. Even kinda shitty pho is much better than kinda shitty ramen. But very good ramen is preferable to good pho.
