Tortillas are corn flatbread but they existed before sandwiches did, and you could argue that because the word 'taco' is not of English origin that there's no relationship between tacos and sandwiches.

A burger would constitute as a sandwich but hot dogs and rolls wouldn't as they're open and don't require sandwiching. Tacos don't use bread which is the qualifying sandwich media.
