Would adding garlic puree (or rather, crushed garlic) to boiling water before putting pasta in make it taste any better?

Instead, boil your pasta to a minute before your ideal tenderness. While waiting on it, crush some garlic or whatever and toss it in a pan. Roast until golden brownish and then add the sauce that goes with your pasta (if you have none, then do olive oil, minced fresh parsley, minced fresh oregano, salt and a bit o pepper)
Then, toss you pasta in that on medium high heat until it has finished cooking.
